Finnish senior researchers will work in the project as part-time experts,with a budgeted cost for one month's compensation per year per person.

One Russian social scientist will be hired to serve as technical coordinator-researcher working in Petrozavodsk on permanent basis.
The responsible management group will consist of Olli Saastamoinen and Jukka Oksa (Finland) and G.I. Romanov and E.I. Klementyev (Russia). Persons-in- charge are Saastamoinen and Romanov.
